During the height of the Regensean Empire’s power, all weapons were banned from use by anyone not working directly with the military. The ban encompassed all blades measuring more than a hand-width long, as well as all bows. Hunting was expected to be done with traps and snares unless you had been given permission from either the Emperor himself or one of his many advisers. If someone was caught possessing a weapon of any sort, the penalty was death dealt by the very same weapon.
